One EUA gives the holder the right to emit one tonne of carbon dioxide, or the equivalent amount of two more powerful greenhouse gases, nitrous oxide (N2O) and perfluorocarbons (PFCs). Parliament wants maritime transport to be more ambitious and believes ships of 5000 gross tonnage and above should be included in the EU Emissions Trading System (ETS). However, MEPs say that market-based emissions reduction policies are not enough and request that shipping companies reduce their annual average CO2 emissions per transport unit for all their ships by at least 40% by 2030. The failure of the ETS has been compounded by the fact that the EU’s current emissions target of 20 per cent emissions reductions by 2020 is widely acknowledged to be too low, generating a massive surplus of emissions allowances that will undermine the system well past 2020.
